Full scholarships, partially managed by GRIPS, are available for exceptionally qualified candidates who have been accepted for study at GRIPS. These scholarships are provided by the Japanese Government (MEXT), the Japan International Cooperation Agency (JICA), the Asian Development Bank (ADB), the Inter-American Development Bank (IDB), the International Monetary Fund (IMF), the World Bank (WB) and the World Customs Organization (WCO).

The monthly stipend of all scholarships is about 170,000 yen, with one exception: Young Leaders Program students will receive about 250,000 yen per month. In addition to the monthly stipend, the scholarships cover application, admissions and tuition fee as well as round-trip air tickets. The scholarships are given for one academic year and cannot be extended.

Available scholarships and their specific conditions are:

Japanese Government (MEXT) Scholarships

The Monbukagakusho scholarship, managed by GRIPS, is for citizens of those countries with which Japan has established diplomatic relations. Applicants must be under 35 years of age as of April 1, 2008. Preference is given to government officials and senior students who are planning careers as government officials. The GRIPS application form and other required documents should be submitted to the admissions office by December 3, 2007. The recipients of this scholarship may enroll only in the Public Policy Program.

Asian Development Bank – Japan Scholarship Program (ADB-JSP)

Eligibility for the ADB-JSP scholarships is limited to citizens of the developing countries that are borrowing members of the Asian Development Bank. Applicants to this program should have at least two years of work experience in the public or private sector, and should be under 36 years of age as of April 1, 2008. Preference is given to those applicants who are currently working as government officials. The GRIPS application form and other required documents should be submitted to the admissions office by December 3, 2007. It is not necessary to complete the designated “Information Sheet” on the ADB website. The recipients of this scholarship may enroll only in the Public Policy Program.

Japan – Inter-American Development Bank (Japan-IDB) Scholarship ProgramThe Japan-IDB Scholarship Program supports Master’s degree studies in development-related fields for students from IDB borrowing countries. Applicants must have at least two years of work experience in a public agency or in an organization devoted to research or teaching. Applicants should be under 35 years of age as of April 1, 2008 (in exceptional cases, under 45; please contact the IDB prior to submitting your application). The GRIPS application form and other required documents should be submitted to the admissions office by December 3, 2007. The recipients of this scholarship may enroll only in the Public Policy Program.

Japan-International Monetary Fund (Japan-IMF) Scholarship Program for Asia

The Japan-IMF Scholarships are intended exclusively for government officials or semi-governmental staff working at a ministry or equivalent office related to macroeconomic management in Asian countries, many of which are in the process of transition from a centrally planned system to a market oriented system. The eligible countries are Cambodia, People’s Republic of China, Indonesia, Kazakhstan, Kyrgyz Republic, Lao P.D.R., Mongolia, Myanmar, Pacific Island Countries, Papua New Guinea, the Philippines, Tajikistan, Thailand, Timor-Leste, Turkmenistan, Uzbekistan and Vietnam. The application form should be obtained from the IMF Office. Any inquiries regarding the scholarship or the application deadline should also be made to the IMF Office. The recipients of this scholarship may enroll only in the Transition Economy Program.

Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP)

The target group for this scholarship is government officials of the World Bank borrowing countries. Applicants should have quality work experience of at least three years in the field of tax policy and administration in their home countries. Applicants must be between the ages of 25 and 45 years as of April 1, 2008. The GRIPS application form and other required documents should be submitted to the admissions office by February 25, 2008. The recipients of this scholarship may enroll only in the Tax Course of the Public Finance Program.

Japan – World Customs Organization (Japan-WCO) Human Resource Development Scholarship

WCO Scholarships are available for government officials of developing countries mainly in the Asia-Pacific region with quality work experience of at least two years in customs-related fields in their home countries; applicants are preferred to be below 35 years of age as of April 1, 2008. The Secretary General of the WCO invites nominations every year from WCO member customs administrations. The candidates must be chosen and nominated by one of these customs administrations. The GRIPS application form and other required documents should be submitted to the admissions office by February 25, 2008. The recipients of this scholarship may enroll only in the Customs Course of the Public Finance Program.

Japanese International Cooperation Agency (JICA) Scholarship

JICA Scholarships are offered to the candidates who wish to study in the GRIPS-FASID Joint Program in International Development Studies. Primarily, government officials or researchers from the following countries are eligible to apply for the scholarship: Bangladesh, Cambodia, People’s Republic of China, Cote d’Ivoire, Ethiopia, Ghana, India, Indonesia, Kenya, Laos, Malaysia, Myanmar, Nepal, Pakistan, the Philippines, South Africa, Sri Lanka, Tanzania, Thailand, Vietnam, Zambia, and Zimbabwe. The application form should be obtained from the JICA Office or the Embassy of Japan in your country through the respective countries’ aid coordination units. The JICA Office or the Embassy of Japan will announce the deadline. The recipients of this scholarship may enroll only in the International Development Studies Program.

Japanese Government (MEXT) Scholarship/Young Leaders Program (YLP)

The purpose of this program is to invite exceptionally promising young government officials who have at least three years of work experience from Asian and other countries, in order to provide them with high quality graduate education. Students of this program are selected from the following countries: Australia, Brunei Darussalam, Cambodia, People’s Republic of China, Czech Republic, Hungary, India, Indonesia, Kazakhstan, Republic of Korea, Kyrgyz Republic, Lao P.D.R., Malaysia, Mongolia, Myanmar, the Philippines, Poland, Romania, Singapore, Slovakia, Thailand, Turkmenistan, Uzbekistan, and Vietnam. Professional qualifications of the candidates for this scholarship need to be considerably higher than those of the candidates for other scholarships. The application form should be obtained from the Embassy of Japan in each eligible country. Any inquires regarding the scholarship or application deadline should also be made to the Embassy of Japan. The recipients of this scholarship may enroll only in the Young Leaders Program.

Scholarship recipients must state that they will return to their home countries immediately after the completion of their Study Programs.
